34 county employees have salaries of +$100,000; 218 had total compensation over $100,000 in 2024

Alamance County government now has 34 employees whose annual salaries are listed as $100,000 or more.  That’s out of 1,675 employees – which includes all full-time, part-time, and seasonal or periodic, such as poll workers.

Another 184 employees, for a total of 218, have total compensation packages of $100,000 or more when benefits and other forms of remuneration are included.

This is a summary, based on the response to a public records request filed by the newspaper with county government and most local municipal governments earlier this month. The newspaper submitted similar request to other local jurisdictions; the results from each jurisdiction will be printed in installments over the next several weeks.

The newspaper asked for the following information from each jurisdiction, all of which is to be publicly available by statute:

  • Each employee’s full name;
  • Date of hire;
  • Current job title/assigned station;
  • Current annual salary (we asked for the information as of February 1, 2025).
  • The newspaper also asked for each employee’s total salary compensation during calendar year 2024.

The newspaper specified that total salary compensation should include (but not be limited to) base annual or hourly wages, plus any amounts paid for additional duties, bonuses, overtime, longevity pay, any health care and/or dental premiums paid on behalf of the employee or his/her family, as well as employer contributions into any retirement program (including any 401k programs) on behalf of the employee.  Longevity pay, if and where applicable, should be that most recently paid to each employee.

In the case of county employees, county manager Heidi York informed the newspaper in her response that the total compensation  includes salary and wages (including regular hours worked, sick leave, vacation leave, volunteer leave, wellness leave, holiday pay, administrative leave, uniform allowances, public safety differential pay/stipends, external task force stipends, K-9 allowance, military leave, service bonuses, vacation pay-out upon separation, law enforcement, law enforcement separation allowance), fringe (federal payroll tax including Medicare and Social Security withholding), and benefits (retirement, 401k, life insurance, health insurance, dental insurance, and health savings account contributions).

At the top of the county’s payroll is county manager Heidi York, whose salary is $216,786.85 and whose total 2024 compensation was $285,563.50.

Second highest is Ibraheem Ackall, a dentist who works in the dental clinic.  His salary is $195,223.10; his total compensation for 2024 was $248,794.14.

In many cases, total compensation is about 30 to 33 percent higher than the annual salary.

However, in some cases, total compensation is two to three times the actual specified salary, presumably because of overtime pay and/or pay for  additional duties.  For instance, several EMS workers among the top 218 earners received close to three times their annual salary in total compensation during 2024, according to figures provided by the county in response to the public records request from the newspaper.
