Mebane Tractor Supply, take 2; planning board hears revised plan


It was fully a year ago, that it appeared that Mebane was on the verge of getting its own Tractor Supply store – to be built off Mebane Oaks Road and Forest Oaks Lane near Sheetz and Wendy’s and close to  I-85/40.

But the zoning was approved under a “conditional” permit, several municipalities’ favorite new zoning method which provide specific, unchangeable requirements (“conditions”) on the developer’s plans.

In this case, one of the conditions was that the little stub of Wilson Road that exists on the Wendy’s/Chick-fil-A side of Forest Oaks Lane would be extended (at the developer’s expense) to meet up with a new intersection planned for opposite the entance to Walmart.

However, in the year since, the owner of the adjacent land, Roger Shields, has been unwilling to grant the use of a slice of his land for the new road – without compensation.

Whether he would even specify a price tag for that was unclear this week.

So, Tractor Supply’s developers were back before Mebane’s planning board this week, asking for a revision in their conditional rezoning to remove the condition of the Wilson Road connection.

Other, smaller changes involved a slight reduction in the amount of curb and gutter on Forest Oaks Lane; the addition of crosswalks at the intersection of Wilson Road and Forest Oaks Lane; and a mid-block crossing on Wilson Road.

The new plan also changes a bit the layout immediately around the store;  the 3,827 square foot garden center has been changed to a 2,640 square foot “live goods center.”  The net result is to increase the outdoor display area from 24,040 square feet (14.58% of the site area) to 26,745 square feet (16.22% of the site). Of the total outdoor display area, 2,640 square feet will be covered, 19,654 square feet will be fenced, and the remaining 4,451 square feet will be uncovered and unfenced.



There are more than 2,200 Tractor Supply stores nationwide; the stores specialize in products for home improvement, agriculture, lawn and garden maintenance, livestock, equine and pet care for recreational farmers and ranchers, pet owners, and landowners.

Currently, the closest Tractor Supply store is in Burlington, in the same shopping center with the Walmart on Garden Road, near Huffman Mill Road and I-85/40.

According to plans and a rezoning request originally presented to Mebane’s planning board and city council last year, a 21,147 square foot store will be built on about 6.2 acres at the corner of Wilson Road and Forest Oaks Lane. The location is across Forest Oaks Lane from New Millennium Fitness and across Wilson Road behind Wendy’s and Chick-fil-A.

There will be two entrances/exits along Forest Oaks Lane and another on Wilson Road.  Part of the back portion of the acreage will be used as an overflow parking lot with about 29 parking spaces for Chick-fil-A, which is across Wilson Road from the new site.  There will be 89 parking spaces around the Tractor Supply building.

Mark Tiller of Hendon Properties, the project’s developer, had said last year that he had hoped to get started on the project later in the spring of 2023, with completion by the end of 2023.

However, nothing has yet happened on the site.

Planning board members ultimately voted Monday night 7-0 in favor of the revised rezoning request.

Mebane’s city council will consider the same revision and related issues at its April 8 meeting.
