ALAMANCE COUNTY, NORTH CAROLINA
The Municipal General election for the following municipalities: Village of Alamance, City of Burlington, Town of Elon, Town of Gibsonville, City of Graham, Town of Green Level, Town of Haw River, City of Mebane, Town of Ossipee and the Town of Swepsonville, will be held on Tuesday, November 4, 2025.
Voters will be asked to show photo ID when they vote. All voters will be allowed to vote with or without ID. Voters who lack ID can get one for free from their county board of elections. Find out more at ncsbe.gov/voter-id.
Polls will be open from 6:30 a.m. to 7:30 p.m. on Election Day.

Registered voters who live within the boundaries of Alamance, Burlington, Elon, Gibsonville, Graham, Green Level, Haw River, Mebane, Ossipee and Swepsonville may vote in the municipal election. Municipal contests include the mayor and members of the municipality’s governing board.
The voter registration deadline for this election is5 p.m. Friday, October 10, 2025.Eligible individuals who are not registered by that deadline may register and vote at the early voting site during the early voting period. New registrants will be required to provide documentation of their residence.

TEMPORARY TRANSFER OF MUNICIPAL VOTERS FOR THE
NOVEMBER 4, 2025, MUNICIPAL ELECTION
On August19, 2025, the Alamance County Board of Elections met and adopted the following resolution.
WHEREAS the Alamance County Board of Elections wishes to temporarily transfer municipal votersfor the Municipal Election on November 4, 2025, as set forth by General Statute 163-128.
• Faucette Precinct (28 voters) to Haw River Precinct (Town of Haw River)
• Pleasant Grove (172 voters) to Haw River Precinct (Town of Green Level)
The November 7, 2023, Municipal Election participation:
• Faucette Precinct – 5 voters
• Pleasant Grove Precinct – 6voters
The November 2, 2021, Municipal Election participation:
• Faucette Precinct – 6 voters
• Pleasant Grove Precinct –3 voters
The Faucette and Pleasant Grove would be closed this election other than the voters listed above. With the current budget shortfalls at city, county and state levels, the Board agrees this is the most prudent choice.
THEREFORE, the Alamance County Board of Elections resolves to transfer said voters in compliance with the requirements set forth in the aforementioned General Statute.

TOWN OF HAW RIVER
Notice is hereby given to the citizens of the Town of Haw River and other interested parties that the Haw River Town Council will hold a public hearing at 6:00 pm on Monday, October 6, 2025, in the Haw River Municipal Building at 403 E. Main Street. The purpose of the hearing is to receive public comments regarding the Town of Haw River System Development Fees.
The request may be examined Monday through Friday between 8:00 am and 5:00 pm at the Haw River Municipal Building. Public comments may also be received in advance of the hearing. A copy of the System Development Fee Study and the method to submit written comments is
available on the Town’s website.

WHEREAS, Roger D. Hayes Jr. is the title holder of Alamance County Parcel ID: 127080, 126931 and 126929; and Angela H. Ball is the title holder of Alamance County Parcel ID: 127078.
WHEREAS, the developer and the title holder of the property surrounding the right of way along Riverview Drive and Melrose Drive have not opened the dedicated right of way for anything other than a driveway for the current owners use.
WHEREAS, all title holders to the land surrounding the dedicated right of way are in agreement to abandon the right of way along Riverview Drive and Melrose Drive described in Section 1 hereof, pursuant to N.C.G.S. §160A-299.
WHEREAS, the North Carolina Department of Transportation has not accepted any portion of Melrose Drive or Riverview Drive described in Section 1 hereof, for maintenance.

Proposed Flood Hazard Determinations for the Unincorporated Areas of Alamance County, North Carolina, and Case No. 25-04-3873P.The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) solicits technical information or comments on proposed flood hazard determinations for the Flood Insurance Rate Map (FIRM), and where applicable, the Flood Insurance Study (FIS) report for your community. Amendment to Economic Development
Reimbursement Agreement
Pursuant to N.C.G.S. 158-7.1(c) and the Burlington Economic Development Incentive Policy, Section III. B, the City Council of the City of Burlington, NC, will conduct a public hearing on October 7, 2025, at 7:00 p.m., in the Council Chamber of the Municipal Building, 425 S. Lexington Avenue, to consider amending an executed Economic Development Grant Reimbursement Agreement with Samet Corporation.
The City of Burlington had received a request from Samet Corporation to enter into a Grant Reimbursement Agreement to recover construction costs for public road, water and sewer infrastructure to serve a 22-acre property Samet is developing as a medical office park. The estimated total cost of this development is $25 million for construction of up to five office buildings. The estimated total cost of the infrastructure is $964,000. The Agreement included timeline milestones by which the developer pays ad valorem tax revenues to the City at specified thresholds.
The project represents a significant private investment and opportunity to create jobs for Burlington residents. The public infrastructure is designed to unlock additional adjacent acreage and set up the immediate vicinity for more impactful job-creating investments in the future. The project catalyzes taxable business personal property that will return property tax revenues substantially greater than the City’s investment. Finally, the development will help set the design and investment context for the area bordered by Grand Oaks Boulevard, Huffman Mill Road and Kirkpatrick Road across from Alamance Regional Medical Center. The developer must achieve its investment goals and remain current on all City of Burlington tax obligations. All interested persons are invited to attend and present their views during this public hearing.
