LEONARD DRIVE AND SETTING A PUBLIC HEARING
WHEREAS, the City of Graham has received a petition from adjoining property owners seeking the permanent closure of unconstructed Leonard Drive, a public street beginning at a point on the southern right of way of Edgewood Drive, at a bearing and distance of S 42° 25′ 30″ W and 130.02′ from the northernmost corner of Lot 21, thence along with Lot 21, S 47° 34′ 03″ 125.85′ to a 3/4″ pipe, then continuing with Lot 21, N 76°03’37″ E 155.79′ to a 3/4″ pipe, thence leaving Lot 21, S 35°30’56″ E 63.91′ to a 3/4″ pipe, corner of Lot 13, thence along lot 13, S 75°08’57″ W 109.77′ to a 3/4″ pipe, thence along Lot 12, S 76°52’36″ E 101.18′ to a 1″ pipe, shared corner between Lots 11 and 12, thence along lot 11, N47°44’43″W 157.99′ to a 2″ pipe, the northernmost corner of Lot 11, thence along the southern right of way of Edgewood Drive N 42°21’31″ 59.92′ to the point of beginning; and
WHEREAS, G.S. 160A-299 authorizes the City Council to close public streets and alleys; and
WHEREAS, the City Council considers it advisable to conduct a public hearing for the purpose of giving consideration to the closing of Leonard Drive.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Graham that:
(1) A meeting will be held at 6:00 p.m. on the 10th day of January 2023, in the Council Chambers of the Graham City Hall to consider the permanent closing of Leonard Drive.
(2) The City Clerk is hereby directed to publish this Resolution of Intent once a week for four successive weeks in The Alamance News, or another newspaper of general circulation in the area.
(3) The City Clerk is hereby directed to transmit by registered or certified mail to each property abutting upon said street a copy of this Resolution of Intent.
(4) The City Clerk is further directed to cause adequate notices of this Resolution of Intent and the scheduled public hearing to be posted as required by G.S. 160A-299.

Alamance County is soliciting written bids for the Municipal Solid Waste Landfill – Phase 6 New Cell and C & D Landfill Cap, 2701 Austin Quarter Road, Graham, NC. Bids will be received until 2:00 p.m., Tuesday, January 24, 2023. BIDS shall be delivered to the Purchasing Department located at 124 W. Elm Street, Graham, NC 25253, Attn: Randy Clark.
Bids received will be opened publicly on January 24, 2023 at 2:00 p.m. in the 2nd floor conference room and read aloud. Bids submitted late will not be accepted.

Bidders must provide evidence of Insurance in the minimum amount of $2 Million for General Liability (each occurrence), Commercial Auto Liability Coverage, Personal Liability Coverage ($2 Million), and Workers Compensation (statutory) – See Supplementary General Conditions for all limits. Certificates to be provided prior to award of any contract.
Bidders must be properly licensed for the work in accordance with Section 87 of the North Carolina General Statutes.

Pursuant to N.C.G.S. 158-7.1(c) and the Burlington Economic Development Incentive Policy, Section III. B, the City Council of the City of Burlington, NC, will conduct a public hearing on January 3rd, at 7:00 p.m., in the Council Chamber of the Municipal Building, 425 S. Lexington Avenue, to consider a proposed economic development performance grant and resolution to support an application for an NC Commerce Building Reuse Grant for Alamance Foods.
Alamance Foods proposes to expand, equip, and operate a manufacturing facility at 1136 Cedar Crest Drive, Burlington NC 27215. The company has proposed the development in Burlington in exchange for certain economic incentives in the form of annual cash grants paid from general City funds over a five-year period, and administration of an NC Commerce Building Reuse Grant. The City believes this project will help stimulate the local economy, resulting in new taxable capital investments in real and personal property, and the creation of new, permanent jobs in the City by the company.
The Burlington City Council will consider approval of incentives to the company in exchange for the company’s commitments to (1) plan, develop, build, and operate the facilities; (2) create new, permanent full-time jobs; and (3) invest in taxable business personal property additions, all of which will return property tax revenues substantially greater than the City’s investment. The cash grants are contingent upon, among other things, the company’s entry into a local economic development agreement with the City containing the obligations and agreements of the company and the City. The company must achieve its capital investment and job creation goals plus be current on all City of Burlington tax obligations to receive the proposed grant funding, which is subject to adjustment for partial performance. All interested persons are invited to attend and present their views during this public hearing.

NOTICE IS HEREBY GIVEN that a public hearing will be held by the City of Burlington, North Carolina (the “City”) City Council, on January 3, 2023, at 7:00 p.m. (or as soon thereafter as practicable) in the City Council Chambers at 425 S. Lexington Avenue, in Burlington, North Carolina regarding the proposed issuance by the Public Finance Authority, a Wisconsin governmental entity, (the “Issuer”) of its qualified 501(c)(3) bonds, as defined in Section 145 of the Internal Revenue Code of 1986, as amended (the “Code”), in one or more series from time to time pursuant to a plan of financing, in an amount not to exceed $324,000,000 (the “Bonds”). The public hearing is required by Section 147(f) of the Code.
The proceeds from the sale of the Bonds will be used to make a loan to an affiliate of Community Finance Corporation (the “Borrower”), an Arizona nonprofit corporation, in order to pay all or a portion of the costs (a) to acquire and improve essential residential rental housing facilities in several states, including facilities located in the City (the “Facilities”); (b) to fund any required reserves; (c) to fund capitalized interest on the Bonds, if any; and (d) to finance costs of issuance of the Bonds (collectively, the “Project”). On the date of issuance of the Bonds, the Facilities will be owned by the Borrower and will be located at 2444 Maple Avenue and expected to be acquired and improved for no more than $21,000,000.
The Bonds, including the principal of (premium, if any) and interest thereon, do not constitute a debt or a loan of credit or a pledge of the full faith and credit or taxing power of the Issuer or the City. The Bonds shall not constitute, directly or indirectly, or contingently obligate, or otherwise constitute a general obligation of or a charge against the general credit of the Issuer or the City but shall be special limited obligations of the Issuer payable solely from the sources provided for in the proceedings for the issuance of the Bonds.
At the time set for the public hearing, interested persons will be given a reasonable opportunity to express their views on the merits of the Project, the location of the Facilities, the issuance of the Bonds, the plan of financing or related matters. All interested persons are invited to attend and present their views during this public hearing.
