Notice of Public Hearing
Financing for a Lake Michael Dam Spillway Project
The City Council of the City of Mebane, North Carolina will hold a public hearing on May 6, 2024, at 6:00 p.m. The purpose of the hearing is to take public comment concerning a proposed financing contract, under which the City would borrow approximately $6,500,000 to pay for the acquisition and construction of improvements to Lake Michael Dam spillway.
The hearing will be held in the Council Chambers of the Glendel Stephenson Municipal Building, 106 E. Washington Street, Mebane, North Carolina.
The proposed financing would be secured by a lien on the Lake Michael Park property, as well as the City’s promise to repay the financing, but there would be no recourse against the City or its property (other than the pledged Lake Michael Park property) if there were a default on the financing.
All interested persons will be heard. The City’s plans are subject to change based on the comments received at the public hearing and the Council’s subsequent discussion and consideration. The City’s entering into the financing is subject to the City’s obtaining approval from the North Carolina Local Government Commission.

The Project includes furnishing all materials, labor, tools, and equipment necessary to:
• Demolish the existing concrete spillway system;
• Construct a new reinforced concrete ogee-crested chute spillway system;
• Construct embankment tie-outs between the new spillway structures and the existing dam and left abutment;
• Level the embankment crest to EL 638.0;
• Reconstruct the roadway to the left of the new spillway;
• Install a slipline within the low-level conduit;
• Construct an embankment toe drain and toe berm at the toe of the dam;
• Construct a filter diaphragm encapsulating the low-level conduit;
• Install a gate valve at the low-level conduit inlet inside the intake tower;
• Install trash racks at select gates on the intake tower;
• Install a prefabricated pedestrian bridge across the new spillway;
• Install floating barrier system upstream of the new spillway; and
• Construct other improvements as shown on the Drawings.

Bidding Documents for the Project can be obtained in digital format (PDF) from the Issuing Office of the Engineer during normal office hours (Monday through Friday, 8 AM to 5 PM). No plan deposit is required. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from other sources.
