CONSIDER THE PERMANENT CLOSING OF
LEONARD DRIVE AND SETTING A PUBLIC HEARING
WHEREAS, the City of Graham has received a petition from adjoining property owners seeking the permanent closure of unconstructed Leonard Drive, a public street beginning at a point on the southern right of way of Edgewood Drive, at a bearing and distance of S 42° 25′ 30″ W and 130.02′ from the northernmost corner of Lot 21, thence along with Lot 21, S 47° 34′ 03″ 125.85′ to a 3/4″ pipe, then continuing with Lot 21, N 76°03’37″ E 155.79′ to a 3/4″ pipe, thence leaving Lot 21, S 35°30’56″ E 63.91′ to a 3/4″ pipe, corner of Lot 13, thence along lot 13, S 75°08’57″ W 109.77′ to a 3/4″ pipe, thence along Lot 12, S 76°52’36″ E 101.18′ to a 1″ pipe, shared corner between Lots 11 and 12, thence along lot 11, N47°44’43″W 157.99′ to a 2″ pipe, the northernmost corner of Lot 11, thence along the southern right of way of Edgewood Drive N 42°21’31″ 59.92′ to the point of beginning; and
WHEREAS, G.S. 160A-299 authorizes the City Council to close public streets and alleys; and
WHEREAS, the City Council considers it advisable to conduct a public hearing for the purpose of giving consideration to the closing of Leonard Drive.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Graham that:
(1) A meeting will be held at 6:00 p.m. on the 10th day of January 2023, in the Council Chambers of the Graham City Hall to consider the permanent closing of Leonard Drive.
(2) The City Clerk is hereby directed to publish this Resolution of Intent once a week for four successive weeks in The Alamance News, or another newspaper of general circulation in the area.
(3) The City Clerk is hereby directed to transmit by registered or certified mail to each property abutting upon said street a copy of this Resolution of Intent.
(4) The City Clerk is further directed to cause adequate notices of this Resolution of Intent and the scheduled public hearing to be posted as required by G.S. 160A-299.

Notice is hereby given to the citizens of the Town of Haw River and other interested parties that the Haw River Town Council will hold a public hearing at 6:00 pm on Monday, January 9, 2023, in the Haw River Municipal Building at 403 E. Main Street.
The purpose of the hearing is to receive public comments regarding a proposed annexation and rezoning request by the BBP Property Holdings, LLC to annex and rezone two (2) parcels of property within the Town of Haw River’s ETJ (Extra Territorial Jurisdiction) as identified by Parcel ID# 152804 and 152816, or GPIN# 8894398565 and 8894480112 from B-2 (General Business) and I-2 (Heavy Industrial) to CZ-R-G (Conditional Zoning-General Residential). This program excludes from property taxes the greater of twenty-five thousand dollars ($25,000) or fifty percent (50%) of the appraised value of a permanent residence owned and occupied by a qualifying owner. To be eligible for this exclusion you must be a permanent resident of Alamance County, age 65 or older, with an income not exceeding $33,800 or a permanent resident of Alamance County, totally and permanently disabled, with an income not exceeding $33,800. NOTICE: IF YOU ARE PRESENTLY RECEIVING THIS EXCLUSION AND YOUR TOTAL INCOME LAST YEAR EXCEEDED THIRTY-THREE THOUSAND EIGHT HUNDRED DOLLARS ($33,800), OR IF YOU WERE RECEIVING THIS EXCLUSION BASED ON BEING TOTALLY AND PERMANENTLY DISABLED AND YOU ARE NO LONGER TOTALLY AND PERMANENTLY DISABLED YOU MUST NOTIFY THE TAX DEPARTMENT. Disabled Veteran Exclusion G.S. 105-277.1C
This program excludes the first $45,000 of the appraised value of the permanent residence of an honorably discharged veteran who has a total and permanent disability that is service-connected or who receives benefits for specially adapted housing under 38 U.S.C. 2101. The benefit is also available to the unmarried surviving spouse of an honorably discharged disabled veteran who is in receipt of DIC benefits.
Circuit Breaker Property Tax Deferment G.S. 105-277.1B
This program allows taxes billed each year to be limited to a percentage of the qualifying owner’s income. However, taxes in excess of the limitation are deferred and remain a lien on the property. The three most current years of deferred taxes prior to a disqualifying event will become due and payable, with interest, on the date of the disqualifying event. You must file a new application for this program each year. To be eligible for this deferment you must be a permanent resident of Alamance County, age 65 or older or be totally and permanently disabled. For an owner whose income amount for the previous year does not exceed the income eligibility limit for the current year, which for the 2023 tax year is $33,800, the owner’s taxes will be limited to four percent (4%) of the owner’s income. For an owner whose income exceeds the income eligibility limit ($33,800) but does not exceed 150% of the income eligibility limit, which for the 2023 tax year is $50,700, the owner’s taxes will be limited to five percent (5%) of the owner’s income.
