The Swepsonville Town Council will conduct a Public Hearing on Tuesday, July 23, 2024 at 7:00 pm to consider a request to rezone a property from Low Density Residential (R20) to High Density Residential Conditional District (R8 CD), by 10F 2455 NC Hwy 54, LLC. The property is located at 2479 NC Hwy 54 and consists of the following Alamance County Tax Identification number: 151848.
The meeting will be held in the Fellowship Hall at Swepsonville United Methodist Church located at 1307 East Main St. Graham, NC 27253. ALAMANCE COUNTY COMMISSION
The Alamance County Board of Commissioners will hold two public hearings during their regular meeting on Monday, July 15, 2024 at 6:30 p.m. in the Commissioner’s Meeting Room at 124 W. Elm Street, Graham, NC 27253. The purpose of the hearings will be to gather public input regarding two properties which are eligible for designation as Historic Landmarks within Alamance County. The first property is located at 7955 Mac Lane, Snow Camp in the Newlin Township. The landmark up for designation is known as the Guthrie Mill Dam, which is a grist mill built on Cane Creek in 1873. The second property is located at the corner of Yorkshire Dr. and Brookstone Dr. in the Heritage Glen Subdivision within the Village of Alamance. The landmark up for designation is known as the Oak Grove Slave Cemetery and is believed to be the gravesite of between 14 and 40 formerly enslaved African Americans, dating back to the 19th Century. WATER RESOURCE RECOVERY FACILITY
EXPANSION
Sealed bids for the project entitled City of Mebane Water Resource Recovery Facility Expansion will be received by the City of Mebane until 2:00 pm local time on August 15, 2024 in the Mebane City Hall located at 106 East Washington Street, Mebane, North Carolina 27302, North Carolina. At said place and time, all Bids that have been duly received, will be publicly opened and read aloud.
THE PROJECT GENERALLY CONSISTS OF the expansion of the Mebane Water Resource Recovery Facility from 2.5 MGD to 4.0 MGD, including a headworks expansion with self-cleaning element screen and vortex grit removal unit; an influent pump station; two (2) five-stage biological nutrient removal basins; two (2) secondary clarifiers; RAS Pump Station; four (4) denitrification filters; UV disinfection system; post-aeration system; chemical building; sludge holding tank conversion; and standby generator. The project also includes all buildings, piping, valves, chemical feeds, electrical, controls, SCADA, and related appurtenances.
A pre-bid conference will be held at 10:00 am local time July 17, 2024 at the Mebane City Hall located at 106 East Washington Street, Mebane, North Carolina 27302. Interested parties should attend this meeting to receive bidding information and to visit the site afterwards.
Bidder qualifications, as described in Article 3 of the Instructions to Bidders, are required to be submitted with the Bid. Bidders are encouraged to inquire about minimum qualifications before purchasing Bidding Documents.
Bidders and other interested parties should note that prequalification of equipment manufacturers and systems integrators is required for this project prior to the bid opening. Requirements are described in

Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any Addenda, obtained from any source other than the Engineer and their representative plan provider, QuestCDN. Each Bidder shall be responsible for the review of all addenda for the project and shall acknowledge the addenda on the bid form.
Bidders must comply with the requirements of the State of North Carolina and be appropriately licensed as a Contractor as provided in General Statutes Chapter 87.
Each bid shall be accompanied with a certified check drawn on a bank or trust company insured by the FDIC, or a Bid Bond prepared on the form of Bid Bond contained in the Bidding Documents or a Surety Company’s standard form and properly executed by a corporate surety licensed under the laws of North Carolina to execute such bonds. The amount of the bid bond shall be equal to five (5) percent of the total of the bid. The bid deposit shall be retained by the Owner if the successful bidder fails to execute the contract or fails to provide the required bonds, as stated above, within ten (10) days after the proper notice of award of the contract.
The Owner reserves the right to reject any and all Bids, to waive informalities, or to reject non-conforming, non-responsive, or conditional bids. The Owner reserves the right to award a contract to the lowest, responsive, responsible bidder or bidders, taking into consideration quality, performance, and time.
Contractors submitting a Bid on this project must solicit bids from minority subcontractors and provide documentation of any outreach efforts as required by the Special Conditions Packages.
Bidders must comply with the President’s Executive Order No. 11246 as amended, which prohibits discrimination in employment regarding race, creed, color, sex or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours Standard Act, and 40 CFR 33.1016, and 40 CFR 60-4.

The Burlington City Council will conduct a public hearing to receive citizen comments on the Draft 2024-2028 Consolidated Plan and 2024-2025 Annual Action Plan on:

The Consolidated Plan and Annual Action Plan specify how the City of Burlington will address housing and community needs for the next five years through the use of the Community Development Block Grant (CDBG) program.
For FY 2024-2025, the City of Burlington is receiving $458,352 in CDBG funds. Citizens and interested parties are encouraged to examine and submit written comments on the proposed 2024-2028 Consolidated Plan and 2024-2025 Annual Action Plan for the Community Development Program. If funding is again adjusted by HUD, the contingency plan is to adjust all changes to activities proportionally to the prescribed decrease or increase.
A 30-day comment period commenced on July 11, 2024, and ends Monday, August 12, 2024.
Copies of the report are available for review from 8:00 a.m. to 5:00 p.m., Monday through Friday, in the Burlington Planning Department, 425 South Lexington Avenue, Burlington, North Carolina, and in the City website burlingtonnc.gov under the following link https://www.burlingtonnc.gov/2061/5-Year-Consolidated-Plan. The Consolidated Plan and Annual Action Plan Draft is subject to revisions.
