THE CITY OF BURLINGTON, NORTH CAROLINA
PURSUANT TO N.C.G.S. §160A-299 TO
PERMANENTLY CLOSE DEDICATED
RIGHT OF WAY ALONG MELROSE DRIVE AND
RIVERVIEW DRIVE
WHEREAS, the City Council of the City of Burlington, North Carolina has been recently requested to permanently close a portion of Melrose Drive and Riverview Drive; and
WHEREAS, the City Council of the City of Burlington, North Carolina hereby declares its intent to permanently close a portion of Melrose Drive and Riverview Drive; and a public hearing on said matter is to be held on October 21st, 2025, at 7:00 p.m. in the council chambers;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Burlington as follows:
Section 1. The City Council of the City of Burlington, North Carolina, pursuant to N.C.G.S. §160A-299, does hereby declare its intent to permanently close a portion of Melrose Drive and Riverview Drive, the right of way for which is more particularly described as follows:
Riverview Drive 50 foot right of way:
BEGINNING at an Iron Stake at the northwestern most point of Lot 313; thence running N 55 deg 14’ E 103.8 feet to an Iron Stake in the northwestern most point of Lot 313; thence running N 34 deg. 46’ W 50 feet along the 50 foot right of way of Riverview Drive to an Iron Stake at the easternmost point of the triangle Lot; thence running S 55 deg. 14’ W 63.4 feet to an Iron Stake at the southwestern most point of the triangle Lot; thence running S 4 deg. 20’ W 64.43 feet to the POINT AND PLACE OF BEGINNING as shown on plat entitled Addition to Sunset Heights and duly recorded in the Alamance County Public Registry in Plat Book 7, at Page 72, which plat is incorporated herein by reference.
Melrose Drive 50 foot right of way:
BEGINNING at an Iron Stake at the southeastern most point of Lot 138; thence running N 34 deg 46’ W 139.6 feet to an Iron Stake at the southwestern most point of Lot 143; thence running S 4 deg 20’ E 79.28 feet to an Iron Stake at the northern most point of the triangle Lot; thence running S 34 deg. 46’ E. 78.1 feet; thence running 50 feet along the 50 foot right of way of Melrose Drive to an Iron Stake at the southeastern most point of Lot 138 the POINT AND PLACE OF BEGINNING as shown on plat entitled Addition to Sunset Heights and duly recorded in the Alamance County Public Registry in Plat Book 7, at Page 72, which plat is incorporated herein by reference.
Also described as that ’50 Public R/W in Plat Book 32 at Page 85 Unimproved R/W Hereby Abandoned as shown on Exhibit “A” Attached
Section 2. That the City Clerk shall duly advertise that a public hearing will be held on these matters in the Council Chambers, Burlington, North Carolina on October 21st, 2025, at 7:00 p.m.
Section 3.
WHEREAS, H. C. Pollard, Trustee for Blondie K. Pollard and A. H. Jones dedicated the right of way along Riverview Drive and Melrose Drive for the Sunset Heights subdivision in June of 1951, as shown on Plat recorded in Book 7, at Page 72 of the Alamance County Registry.
WHEREAS, Roger D. Hayes Jr. is the title holder of Alamance County Parcel ID: 127080, 126931 and 126929; and Angela H. Ball is the title holder of Alamance County Parcel ID: 127078.
WHEREAS, the developer and the title holder of the property surrounding the right of way along Riverview Drive and Melrose Drive have not opened the dedicated right of way for anything other than a driveway for the current owners use.
WHEREAS, all title holders to the land surrounding the dedicated right of way are in agreement to abandon the right of way along Riverview Drive and Melrose Drive described in Section 1 hereof, pursuant to N.C.G.S. §160A-299.
WHEREAS, the North Carolina Department of Transportation has not accepted any portion of Melrose Drive or Riverview Drive described in Section 1 hereof, for maintenance.
WHEREAS, closing a portion of Melrose Drive and Riverview Drive described in Section 1 hereof, will not deprive any adjoining land owners of reasonable means of ingress and egress to their property.

Alamance County, North Carolina
Pursuant to N.C. Gen. Stat. § 160A-271 (as made applicable to counties by N.C. Gen. Stat. § 153A-176), the Alamance County Board of Commissioners hereby gives notice of its intent to approve a land exchange agreement with Higher Ground Farm West, LLC.
Under the proposed agreement, Alamance County will convey to Higher Ground Farm West an approximately 8.83 acre divided portion of the County-owned property identified as Alamance County Parcel Number 157517, located at 2701 Austin Quarter Road, Eli Whitney/87 South, which is presently 403.47 acres and has an undivided assessed tax value of $1,893,896. In exchange, the County will receive from Higher Ground Farm West, LLC., an approximately 43.3 acre divided portion of Alamance County Parcel Number 157515, located off of Austin Quarter Road, which is presently comprised of 134.39 acres, with an undivided assessed tax value of $529,012.
The Board of Commissioners will consider approval and ratification of the land exchange agreement at its regular meeting scheduled for October 20, 2025, at 6:30 PM, to be held in the Commissioners’ Meeting Room at 124 West Elm Street, Graham, North Carolina 27253.

NOTICE OF INTENT BY THE CITY OF BURLINGTON TO ADOPT A RESOLUTION TO AUTHORIZE A LEASE AGREEMENT WITH BURLINGTON BASEBALL CLUB, INC.
PURSUANT to North Carolina General Statute 160A-272, the City of Burlington, North Carolina, intends to adopt a resolution authorizing the lease of City-owned real property located at 1450 Graham Street, Burlington, NC 27217to Burlington Baseball Club, Inc. for the purpose of operating organized baseball and said real property proposed to be leased being more particularly described as follows:
Lease Area
The baseball stadium, playing field, clubhouses, spectator area, club administrative and storage areas, concession areas, clubhouses, right field entertainment venue including patio, and ancillary structures situated at Fairchild Park.
In accordance with North Carolina General Statutes 160A-272, the City of Burlington, upon confirmation by the City Council of the City of Burlington at its meeting on November18, 2025, intends to declare the above described subject real property “surplus,” that being not otherwise needed by the City for the proposed term of the lease, and to adopt a resolution authorizing the lease of the above described real property to Burlington Baseball Club, Inc. commencing on January 1, 2026 and expiring December 31, 2030.
Burlington Baseball Club, Inc. shall use the leased real property for the purpose of providing the highest possible level of organized baseball to the residents of Burlington. Compensation to the City of Burlington shall be a rental fee in the following schedule:

2028: $41,542
2029: $43,203
2030: $44,931
Additionally, Burlington Baseball Club, Inc will pay $21,000 annually to partially defray capital costs for stadium upkeep and improvements and for City staffing for field preparation and management. The City will participate in a revenue share with Burlington Baseball Club, Inc. for 25% of naming rights sponsorships and 7.5% of concession sales and15% of rentals that take place at the right field entertainment venue.
