Financing for a Lake Michael Dam Spillway Project
The City Council (the “Council”) of the City of Mebane, North Carolina (the “City”), will hold a public hearing on July 1, 2024, at 6:00 p.m. (or as soon thereafter as the matter may be heard). The purpose of the hearing is to take public comment concerning a proposed financing contract to finance the acquisition and construction of improvements to Lake Michael Dam spillway. The City currently expects to borrow approximately $7,660,000 for the project. The actual amount borrowed for the project may be higher or lower.
The hearing will be held in the Council Chambers of the Glendel Stephenson Municipal Building, 106 E. Washington Street, Mebane, North Carolina.
The proposed financing would be secured by a lien on the Lake Michael Park property, as well as the City’s promise to repay the financing, but there would be no recourse against the City or its property (other than the pledged Lake Michael Park property) if there were a default on the financing.
All interested persons will be heard. The City’s plans are subject to change based on the comments received at the public hearing and the Council’s subsequent discussion and consideration. The City’s entering into the financing is subject to the City’s obtaining approval from the North Carolina Local Government Commission.

PUBLIC NOTICE
RE: Tri-Corners Construction and Demolition Landfill
5833 Foster Store Road, Liberty, North Carolina
The North Carolina Department of Environmental Quality’s Division of Waste Management Solid Waste Section has prepared draft Solid Waste Permit No. 0105-CDLF-2024 that would approve a service area increase for the landfill to accommodate 27 counties in North Carolina, located at 5833 Foster Store Road, Liberty in Alamance County.
The landfill receives construction and demolition debris and is owned by Meridian Waste North Carolina, LLC and operated by Coble’s Sandrock, Inc.
The service area increase would allow 14 additional counties in North Carolina to dispose waste at the Tri-Corners Construction and Demolition Landfill in North Carolina. This would allow the facility to receive non-hazardous waste, as defined in N.C.G.S. 130A-290(a)(35), that is generated within Alamance, Caswell, Chatham, Cumberland, Davidson, Davie, Durham, Forsyth, Franklin, Granville, Guilford, Harnett, Hoke, Johnson, Lee, Montgomery, Moore, Orange, Person, Randolph, Rockingham, Rowan, Stanly, Stokes, Vance, Wake, and Yadkin County. The service increase will not increase the disposal area or the daily approved capacity of 600 tons per day.
In accordance with North Carolina General Statute 130A-294(a3)(1)b, a proposed increase of 10 percent or more of a landfill’s population of the geographic area to be served, requires a new permit. This permit action would not change the landfill property boundaries, waste types, amount received per day, or the service area.
A 45-day public comment period regarding this draft permit begins on June 20, 2024, and ends at 5 p.m. on August 4, 2024. Comments should be submitted in writing to John Nguyen, email John.Nguyen@deq.nc.gov, or by mail at the following address:

2. That taxes shall be levied in an amount sufficient to pay the principal of and the interest on said bonds.
3. That a sworn statement of the debt of said City has been filed with the City Clerk and is open to public inspection.
4. That this order shall take effect when approved by the voters of said City at a referendum as provided in said Act.
The foregoing orders have been introduced and a sworn statement of debt has been filed under the Local Government Bond Act showing the appraised value of the City of Burlington, North Carolina to be $8,582,259,238 and the net debt thereof, including the proposed bonds, to be $69,425,000. The Chief Financial Officer of the City has filed a statement estimating that the total amount of interest that will be paid on the proposed bonds over the expected term of the bonds, if issued, is $38,436,720. A tax is authorized to be levied to pay the principal of and interest on the bonds if they are issued. The Chief Financial Officer of the City has filed a statement estimating that a property tax increase of $0.057 per $100.00 of assessed valuation will be required to provide sufficient funds to pay principal and interest on the proposed bonds. These estimates are preliminary, are for general informational purposes only, and may differ from the actual interest paid on such bonds or the property tax increases required to provide sufficient funds to pay the principal of and interest on the bonds. Such statements include certain assumptions upon which the estimates are based, and (1) there is no assurance that the circumstances included in such assumptions will occur, (2) the occurrence of certain of the assumptions is beyond the control of the City and (3) differences between the actual circumstances at the time the bonds are issued from the assumptions included in such estimates could be significant. The validity of the proposed bonds is not subject to challenge on the grounds that the actual interest cost on the bonds when issued, or the actual property tax increase required to provide funds to pay principal and interest on the bonds when issued, is different than the estimated amounts set forth above.
Anyone who wishes to be heard on the questions of the validity of the bond orders and the advisability of issuing the bonds may appear at a public hearing or an adjournment thereof to be held at 7:00 p.m. on July 16, 2024, in the Council Chambers of the Municipal Building located at 425 S.
