The office of Alamance County’s sheriff has arrested three men and is in pursuit of a fourth for their alleged failure to share up-to-date information with North Carolina’s registry of convicted sex offenders.
The sheriff’s office released a statement on Friday that all four of these individuals face felony charges after an investigation revealed irregularities with their entries on this statewide roll.
Under state law, people convicted of various sex crimes must provide their home addresses and other details to law enforcement once they’ve served out the sentences imposed on them by a court. This post-release mandate applies to a long list of crimes, against both children and adults, which includes rape, human trafficking, indecent liberties, sexual battery, child abduction, and indecent exposure.
The information that sex offenders submit under this statute is ultimately collected by the SBI in order to monitor these individuals once they’ve been released into the community. This data, which is available online, also serves as a resource for parents and others concerned about potential threats in their neighborhoods. The nature of a particular offense determines how long a sex offender must remain on the registry.
According to the sheriff’s office, four individuals convicted of sex crimes have neglected to faithfully observe the terms of this registry. The sheriff’s office has identified these alleged violators as Brandon Lee Reynolds, Edward Dean Ferrell, Andrew Todd Baker, and Bobby Jason Scott.
According to information on the state registry, Reynolds is a 35-year-old white male who was convicted of indecent liberties and sexual battery in 2021. His current home address is listed as Alamance County’s jail.
Ferrell is described on the registry as a 32-year-old black male who was convicted of indecent liberties in 2016. His home address appears as 324 Christopher Drive in Burlington.
Baker, meanwhile, is identified as a homeless, 26-year-old white male who was convicted in 2021 of the attempted sexual exploitation of a minor. Scott’s entry in the registry describes him as a 51-year-old white male who was convicted of indecent liberties in 1998. The registry has no information about his whereabouts.
The sheriff’s office notes that Reynolds has been apprehended on felony-level charge for failing to notify law enforcement about a change of address. He has been placed under a $15,000 bond. Ferrell and Baker are accused of failing to register their convictions, which is likewise a felony. Ferrell is currently in jail without bond while Baker is awaiting extradition to another locale.
Scott, who is charged with a felony for not submitting a change of address, is currently still in the wind. The sheriff’s office urges anyone with information about his whereabouts to contact Detective S.D. Richardson at 336-570-6300.
